Civil-Military Programs

COE works in a number of areas of specialization as that form an integral components in building resiliency.


Disaster Management, Risk Reduction, and Preparedness.
Cultivates interlinked civil-military agency collaboration to exchange ideas, explore alternative concepts to promote emergency and disaster preparedness, risk mitigation, collaborative respond, and rapid recovery from natural and man-made disasters through seminars, conferences, workshops, analytic exchanges, and exercises.

Coordination During Humanitarian Assistance and Disaster Response
Promotes the identification and exchange of continuously evolving coordination tools and mechanisms and cultivates the sharing of ideas and experiences. These dialogues inform a broad range of civil-military, governmental, and non-governmental entities to enhance common civil-military understanding and interface through courses, workshops, exercises, conferences, and investigative interactions.

HA/DR Research, Risk Assessment, Lessons Learned, and Best Practices
Conducts research and risk assessment, collects and analyzes lessons learned and best practices, and publishes an annual Journal to promote effective capacity building programs.

Health Security
Cultivates analytic exchanges to promote systemic capacity building sequenced to enhance community, national, and regional health security through seminars, workshops, exercises, and exploratory interactions.

Outcome Assessment and Disaster Response Augmentation
Provides highly skilled and experienced subject matter expertise and diagnostic framework to assist organizations involved in humanitarian assistance and disaster response operations.

The Resiliency Analysis and Coordination System (TRACS)
TRACS is an analytic humanitarian assistance and disaster response (HA/DR) community and societal sector, system, and population modeling decision-support system.
